Waste work is still twice as dangerous as the average American job

The standard yardstick is TRIR — total recordable incidents per 100 full-time workers per year. In the most recent filing year, the waste industry's rate was roughly double the all-private-industry average. Here's the industry at a glance.

How to read these numbers

A recordable injury is anything beyond first aid — stitches, a lifting injury that needs treatment, a dog bite that requires a doctor. A DART case is more serious: the worker missed days, was put on restricted duty, or was transferred. TRIR and DART are computed per 200,000 hours worked (100 full-time workers for a year), which is why a 25-driver hauler and a national fleet can be compared on the same scale. Every number on this page comes from establishments' own sworn OSHA Form 300A summaries.

The industry is getting safer — 2024 was the best year on record

Injury rates climbed through the late 2010s, plateaued through COVID, then fell five years straight. The 2024 filing year posted the lowest recordable rate in the dataset's history, and 2025 held nearly all of that gain. Severity is improving too: the average lost-time absence peaked at 49 days in 2021 and fell to 37 by 2025 — injuries are getting both rarer and less severe.

About that 2018 spike: it comes almost entirely from "other recordable cases" — injuries with no lost days or restrictions — concentrated among large national fleets, several of which filed 60–112 such cases per site with zero days-away cases. The tell is in the case mix: serious (DART) cases make up 72–76% of recordables in every other year of the dataset, but only 47% in 2018. That is the signature of a recordkeeping change, not a real injury wave. The DART line is the more honest decade-long signal: a slow climb to a 2021 peak, then a steady fall.

When a waste worker gets hurt, it's usually serious enough to cost days

Of the 92,432 recordable cases in a decade of filings, more than a third put the worker out of work entirely — and each of those absences averaged six weeks.

Days away from work are the costliest outcome for a hauler: the average lost-time case in this dataset kept the worker out 42 days — and the injured worker is usually a CDL driver or helper you can't replace off the street. Restricted duty adds another 1.89 million days of workers on modified assignments — a bigger day count than the absences themselves.

Injuries dominate — but hearing loss is the sleeper illness

OSHA splits recordables into injuries and five illness categories. In waste, it's overwhelmingly physical injury — sprains, strains, lacerations, struck-by incidents. But the illness columns tell their own story:

Collection is the most dangerous job in waste

The truck, the route, and the curb are where the industry gets hurt. Collection crews post a recordable rate two and a half times the incinerator control room's — and every hands-on-the-material segment sits above the national all-industry average.

Where waste work is hardest on workers

Read this map carefully. State-to-state differences mix real risk with reporting culture. California's rate (≈7.0) versus Texas (≈3.3) partly reflects California's state OSHA plan, stricter recordkeeping enforcement, and a workforce more likely to report. Light-gray states have too few filings (<30 establishment-years) for a stable rate. The direction of travel is encouraging almost everywhere: comparing 2016–20 against 2021–25, Oklahoma, West Virginia, and Iowa cut their rates nearly in half, and Texas dropped another third.

The biggest fleets are not the safest — mid-size independents are

Conventional wisdom says the nationals, with their safety departments and telematics budgets, should dominate on safety. The filings say otherwise: in solid waste collection, establishments with 20–49 employees post the lowest injury rate of any size class, and sites with 250+ workers post the highest.

Two forces likely drive the U-shape. Tiny yards (1–19 workers) lack formal safety programs — and note ITA only captures the sub-20 shops that choose to file. Mega-sites concentrate high-tempo residential routes, new-hire cohorts, and the after-dark hours where incidents cluster. The 20–49 sweet spot is an owner who knows every driver by name, on routes tight enough to supervise personally.

154 deaths in ten years of filings — rare events, stubborn risk

Fatalities appear in just 0.6% of establishment filings — they are genuinely rare events. But behind the national safety improvement, the deadliest exposure — the truck, in traffic — hasn't gone away.

Three in ten waste facilities report a clean year. That's the real benchmark.

Averages hide the spread. In any given filing year, 31% of waste establishments — including plenty of collection operations — report zero recordable injuries. Meanwhile the worst decile runs rates above 12. Same industry, same trucks, order-of-magnitude different outcomes.

Smaller sites clear the bar more easily — fewer worker-hours means fewer chances for a recordable. But a clean decade is another matter entirely: of the 1,441 establishments with five-plus years of filings, only 66 — 4.6% — never recorded a single injury. Those perfect operators average just 24 employees.

What the clean-year operators do differently

The filings don't record programs, but the safety literature and the operators themselves are consistent about what separates the zero club from the worst decile:

  • Route design that kills backing. Backing events are the classic collection fatality; routes engineered to minimize reverses remove the exposure itself.
  • New-hire concentration. Injuries cluster in the first year on the job. Operators who pace onboarding and pair rookies with veterans flatten the curve.
  • Maintenance discipline. Hydraulics, tailgates, and container hardware appear over and over in waste injury narratives. A tight PM program is a safety program.
  • Reporting culture. Some zeros are real; some are silence. The operators who stay clean for a decade are the ones where near-misses get reported and fixed.

Everything on this page is computed from establishment-level filings in OSHA's Injury Tracking Application (ITA) — the electronic Form 300A summaries that covered establishments are legally required to submit each year.
